The stopgap measure first needs to clear the Senate, where objections to quick passage appeared to be thinning out. Sen. Rand Paul, R-Ky., a frequent objector on spending bills, won't delay passage of the two-day stopgap bill, an aide confirmed.

Sen. Josh Hawley, R-Mo., had been holding out for assurances that direct payments to households would be included in the coronavirus relief package congressional leaders aim to attach to a broader fiscal 2021 appropriations agreement.

But Hawley tweeted just before the House vote that his demands have been met and he was no longer planning to object to the temporary funding bill.

“I have been assured by Senate GOP leadership that #COVID direct assistance to working people IS in the #covid relief bill under negotiation & will remain. And on that basis, I will consent to a brief continuing resolution to allow negotiations to conclude,” he wrote.

Sen. Bernie Sanders, I-Vt., Hawley's co-sponsor on direct payments legislation, told reporters he hadn’t decided if he would block quick passage. "We are thinking about it," he said.
